Air horns always on

Hello everyone,  I just bought a 2002 CC Affinity and the previous owner mentioned the air horn went off one day and wouldn't stop.  He showed me where he cut wire 57 (Yellow wire) which was spliced into one of the red wires on what I believe is the horn solenoid or relay.  if I touch the wires back together the horn sounds and won't stop.  I have taken the smart wheel control panel off the steering wheel and checked the horn button to see if it is stuck and it is not, it has continuity when pressed and no continuity when released.
 Any ideas would be greatly appreciated.

In case this can help someone else.  The issue with the horns has been resolved.  There were two problems.  One the solenoid that operates the air horns was stuck.  I replaced it with one from US Solid which I purchased from Amazon for $19,  1/4" NPT Brass Electric Solenoid Valve 12VDC Normally Closed VITON (Standard USA Pipe Thread). Solid Brass, Direct Acting, Viton Gasket Solenoid Valve by U.S. Solid.

The other issue was the Smartwheel controller not converting the horn signal to ground.  Purchased another SmartWheel controller from REV Group in Indiana.  Horn now works as it should.
